So we all know Emma doesn't need a true Summon in the literal sense. As others have said, we wouldn't benefit much from that. But I do want a more usable smaller scale Cuckoos power in her kit. So we can enjoy them with her for more than a short channel every ten minutes.
Instead of a duration style Summon, I want a Cyclops or Kitty Pryde style "call-in". Like Lockheed or the 05 Strike Team powers, The Cuckoos would momentarily appear to attack where Emma directs them. Because they're not just standing around, you're not wasting any damage potential by using them like you might if they were summons.
Since she is their mentor, it'd go in her Hellfire Headmistress Tree. Flavor-wise it would be like she's training her girls, and if we got a Stepford Cuckoos Enhanced Costume, it would even give us a cute thematic power to build around.
After reading some feedback in her TC thread, I also figured out a way to add a synergy for the otherwise bland Frenzied Confusion and to fill in gaps in her kit that I can see. We could even get Dora-like specializations without actually using spec tech, because of Emma's form switching.
Prized Pupils
Call upon the Stepford Cuckoos for extra credit, and see how well you've taught them. After feeling so proud of her favorite students, Emma's Spirit regenerates faster for #s. Tell them they're the best, or they'll be cross all day.
While Not In Diamond Form:
The Cuckoos appear to get rid of the competition once and for all. This power deals mental damage. Confused enemies are over-charged with a mental aura, doing massive damage over time to nearby enemies before quietly expiring.

While In Diamond Form:
The Cuckoos assume defensive stances in their own diamond forms. Standing in front of Emma, they form a protective diamond wall, completely shielding her from Mental attacks and reflecting projectiles.
[Emma already has nice damage absorption, so she doesn't need a block or another damage shield. But the game doesn't play up diamond form's immunity to telepathy enough imo. Also, it'd be handy as hell against certain other psychic sisters. If you catch my drift.]
